The cultural action policy is defined by the Board of Directors which decides the general orientations and the allocation of funding. Please note that Cultural Action apply only to general or collective projects, with individual projects being supported by the Beaumarchais Foundation.
Where does the SACD cultural action budget funding come from?
Most of the funding comes from remuneration collected from private copying.
The cultural action budget does not come from royalty levies; but rather from remuneration collected by authors' societies to cover "losses" from private individuals making private copies on recording media (cassette tape, CDs, DVD, removable digital media, etc.). 75% of the collected sums are distributed to authors, 25% is reserved for the cultural action fund.
The cultural action budget is approved each year by the Board of Directors. Any amounts not used are pooled and carried forward to the following year.
What repertoires are entitled to these grants?
All SACD repertoires
The grants, voted by the Board of Directors, are valid for all repertoires managed by the SACD: theatre, music, dance, directing, circus arts, cinema, television, animation, radio, interactive creation, stills.
What kind of actions are supported by the SACD cultural action budget?
The actions can be divided into 2 types:
- 80% of the total funding is allocated to general culture actions, applicable to all repertoires, according to decisions taken by the Board of Directors.
- 20% of the total funding is allocated to actions specific to each repertoire, whereby the funding percent to which this repertoire is entitled depends on the royalties it generates.
The projects which are actually funded are selected by the administrators representing the repertoire in question.
The SACD is also involved in other types of culture actions:
- Support to local projects, in a given region, within the framework of a decentralized action (66,000 € for 2004) developed by regional delegates.
- Specific actions initiated by SACD Belgium, in liaison with the Paris Cultural action (137,000 € for 2004).
- Assistance to the 2 bodies financed by the cultural action:
- The Beaumarchais Foundation which supports individual projects submitted by contemporary authors ;
- Entr'Actes, responsible for promoting contemporary theatre outside of France ;
The funds come from the 80% slice of the total funding.
What criteria are used when selecting projects to support?
In order to hope for funding from the SACD cultural action, the submitted project must:
- Respect the obligations regarding the utilization of private copying resources;
- Respect author's rights;
- Fit into a SACD repertoire;
- Have a "collective" facet involving several authors;
- Promote contemporary living authors writing in French;
- Focus on the diversity of writing styles;
- Encourage cooperation between authors whose texts are performed in festivals, whose texts have been published, or between authors who receive training;
- Include a detailed and thorough budget.
